Abstract
Loss and damage refers to impacts of climate change which are not avoided by mitigation, adaptation and other measures such as disaster risk management. In 2015, at COP 21, Loss and Damage was included as a distinct article in the Paris Agreement, separate from adaptation. This brief sets out why and how developing countries should be supported by wealthier countries most responsible for climate change in response to the loss and damage they are facing.
