Abstract
This policy brief highlights the vital role of waste and sanitation workers in keeping Bangladesh’s cities clean and healthy, while drawing attention to their poor and unsafe working conditions. Most of these workers are employed informally and face high risks of injury, low and unequal pay, limited access to safety equipment, and widespread social stigma and discrimination, particularly against women. The brief calls for formal recognition of all waste and sanitation workers under the Bangladesh Labour Act, regardless of employment status. It recommends the development of national guidelines to improve occupational safety, access to services, skills development, and social protection. The brief also proposes stronger oversight by local authorities and the creation of an Informal Workers Unit within the Ministry of Labour and Employment to ensure coordination and implementation. These measures aim to promote decent work, dignity, and improved livelihoods for waste and sanitation workers.
