Abstract

Developed countries committed to provide and mobilise $100 billion of climate finance each year between 2020 and 2025. However, they fell short of this target in 2020 and 2021, and look like to do so again in 2022. In the lead-up to COP26, ODI (the Overseas Development Institute) supported by the Zurich Flood Resilience Alliance, published a pioneering working paper apportioning responsibility for the $100 billion climate finance goal among developed countries. In this report, this methodology was applied to new data on countries’ climate finance contributions in 2020 and their commitments to 2025. It further assess which additional countries should be providing climate finance going forward.
