Abstract
This plan covers the entire Tuwan Ward, within the Municipal Council. For the purposes of this plan, the ward has been taken as the planning unit in formulating, adopting, implementing and monitoring municipal level action plans. The objectives of ward based planning are: • Improving the effectiveness of ongoing local initiatives through participation in decision-making, implementation and monitoring, • Harmonizing new ongoing local activities at ward level • Leveraging resources through partnership • Monitoring local progress for timely feedback for policy and strategy adjustments.
