Briefing paper summarising key findings and recommendations from the Poor People's Energy Outlook 2016 report. In this edition of the PPEO, we take a bottom up approach to energy planning. Applying our Total Energy Access framework, we worked in 12 representative communities in Kenya, Bangladesh and Togo, comparing the resulting plans with existing national plans.
