Abstract

The "Transformative Model: From Emptiers to Entrepreneurs" is a comprehensive framework developed by Practical Action to formalise and empower informal waste and sanitation workers in Bangladesh. Between 2014 and 2022, the initiative transitioned vulnerable workers from precarious, stigmatised conditions into structured, legal cooperatives. By facilitating a shared vision, the model provides technical training, gender-sensitive mechanical equipment, and business development support. Key outcomes include the establishment of 56 legal cooperatives with over 2,400 members and a 73% reduction in working days lost to ill-health through negotiated social security and insurance schemes. Furthermore, the model fosters strategic partnerships with municipalities and the private sector, integrating workers into the formal urban service framework. Ultimately, this systemic approach improves livelihoods, enhances occupational safety, and promotes social inclusion for essential urban service providers.
