The Missing Voices Approach was conceptualized and developed by the Practical Action Consulting International Disaster Risk Reduction team in 2018, which included Sarah Brown, Mirianna Budimir, Alison Sneddon, and Sujana Upadhyay Crawford. The methodology underlying it was further refined and developed between 2018 and 2021.
