Abstract
Objectives • To contribute to the improved effectiveness and efficiency of the drought management system in Kenya by strengthening the capacity to intervene in an appropriate, effective and timely fashion before and during the drought cycle. • To strengthen resilience to drought by improving access to reliable water in targeted locations of Turkana and North Pokot Districts Beneficiaries Pastoralist communities identified as being highly vulnerable to water shortages and at risk of mortality and morbidity associated with insufficient water consumption for their household members or for their livestock. Beneficiaries also include people who have dropped out of pastoral livelihoods. Within the project area, 60 target communities with an estimated 80,000 water users will be prioritised for support with capacity building efforts in these communities focusing on water user associations and water service providers. Wider beneficiaries include all District level stakeholders engaged in drought management including local government, local and international partners Planned outcomes • 80,000 people with improved access to water and security of supply by the end of the project. • Access to improved water quality with a long-term strategy in place to ensure continued scale up in coverage. • Community level institutions able to express their needs, influence policy making and access long term funding streams. • Improved coordination and information analysis leading to greater harmonisation, coverage, complementarity of activities and more appropriate response mechanisms by the end of the project. • Contribute towards peaceful coexistence between communities within Turkana and Pokot, and neighbouring Districts through ensuring all activities are implemented in a conflict sensitive manner. • Baseline data collection and analysis • Comprehensive consultation with all stakeholders throughout project • Linking to vulnerability mapping to identify priority areas. • Rehabilitation of strategic water points. • Development of new water sources in under-served areas and strategic locations (shallow wells, rock catchment dams, sub surface or sand storage dams, boreholes). • Training of community level institutions to improve management and reliability of water services. • Training of village level technicians to service levels of water systems • Scale up of appropriate technologies to improve water quality. • Liaison with stakeholders to improve coordination and develop contingency plans. • Improving/developing linkages between water users, community leaders and government structures to improve local level representation in decision making processes. • Developing linkages with existing and planned peace building initiatives.
